Internal Audit at the CJIB

CJIB: probably the most well-known abbreviation in the Netherlands. Not so strange, when all of us together cause 10 million traffic fines per year. Some also involve offenses by foreigners. Expanding international activities is therefore one of the spearheads of the Central Judicial Collection Agency. But the CJIB is more than that. Its 1100 or so employees are the collection and debt collection face of the government and the CJIB plays the central role in the handling of criminal decisions. In doing so, the CJIB makes an important contribution to the credibility and authority of the government. An overview of all the different activities:

In execution, CJIB is doing well. There have already been several nominations for new designs or ways of working. The most recent award is the cooperation with TRES, the designer and builder of the renewed "cjib.nl". This won the Dutch Interactive Award for the user-friendliness of our website. CJIB is also trying to work with customer contacts cf. the standards of "PCMO". This Pleasant Contact with the Government aims, for example, to resolve any complaints quickly by contacting the objector (by telephone) as soon as possible. In consultation, the best way to address the objection and/or resolve the problem or conflict is examined.

At the CJIB, I hold the position of Senior Auditor. My knowledge and experience come in handy to help realize the so-called shift in focus within team Audit. Within CJIB there are developments in the field of information, technology and digitization, new legislation and in addition European developments are becoming more and more important. Furthermore, CJIB is also facing an increasingly critical society with regard to the performance of government tasks. This results in new issues, such as the demand for a progressive fine system and an increasing need for personalized and humanized services.

These developments, in addition to the 'going concern', require an objective and critical look at the quality of risk management and effective/efficient operations. CJIB's 4 auditors contribute to (improving) the control of CJIB's operations. Until 2017, Audit's focus was mainly on the support role that Audit performed as part of the statutory audit of the AuditDienstRijk (ADR). As of 2017, the audit role is focused on the broad risks of the so-called SCOPAFIJTH components, or the entire business operations. In short, a broadening audit role within a constantly changing environment. Challenging and fun at the same time.

I have been self-employed for 10 years. As an (operational) auditor, risk manager and project leader within mainly (semi) government, healthcare and non-profit. In March 2014 I came in contact with AuditPeople in preparation for an interim position at the Audit Department of the National Police. This led to a succession of different roles at this service for the duration of 2 ½ years. When the period at the police came to an end, there was an immediate new match again through AuditPeople and I am again employed through AuditPeople, this time for 12 months at the Central Judicial Collection Agency, the CJIB.
